How kaomoji are built
A kaomoji borrows characters from several writing systems for each body part. ᴥ (U+1D25) is a Latin phonetic letter used as a nose, ω is the Greek letter omega used as a cat mouth, ツ is the Japanese katakana "tsu" used as a smiling face, and ʖ (U+0296) is a Latin phonetic letter that forms the Lenny-face nose. Because these are ordinary letters, kaomoji paste as plain text in every app that supports Unicode.

Why does the shrug lose its arm in Discord?
Discord reads the backslash in ¯\_(ツ)_/¯ as an escape character, so the backslash disappears and the left arm is lost. Type the shrug with a double backslash (¯\\_(ツ)_/¯) or use Discord's /shrug command, which adds the text face correctly.
Do kaomoji count as many characters?
Yes. A kaomoji counts every symbol inside it. ʕ•ᴥ•ʔ is 5 characters, (╯°□°)╯︵ ┻━┻ is 12 characters including the space, and faces with combining marks, such as ( ´•̥̥̥ω•̥̥̥` ), count each mark as a separate character.
